Yes, it's worth rushing. Plenty of OOS/OOR girls find a great home, but without connections you will need to keep an open mind. You already know your odds with top and even maybe mid-tier houses which is good - many girls are shocked when they're cut after the first round from top tier houses (especially if they could pledge top tier at their own state school as you wrote), but rush is like job interviewing - it's who you know, not what, to a great degree for top tier and some mid-tier. Why are those houses bottom? Because they're the newest houses. Theta isn't that new, but it is in comparison to all the other houses and once the other 'lower tier houses' folded in the 80's, Theta fell into the bottom slot. They've had other challenges which is why they're considered in this tier. There are plenty of girls who love their houses in the bottom tier so don't listen to the tier talk. As for why the top tiers are top? They were the first houses founded here. Check the dates of when each chapter was founded and you can see how they wound up top tier, mid-tier and lower-tier. Once houses are entrenched like that, it's hard to move up. This is true on most campuses. As for Theta, APhi and ADPI being top where you're from, that's how it goes - every sorority has lower tier chapters in one area and top tier in another, it totally varies from school to school. Even the sororities considered the strongest nationally (like Theta) has houses that struggle or are lower tier. Doesn't matter, be open and find a house you love, it can happen.
