How would it be exclusive if the top chapters have 500 or more girls in them? Without VQ that's what we'd have. Hard enough to know your sisters with 400 girls in a house, much less with 500 or more. And without VQ the new chapters could have a tough time getting their numbers up and any houses that might struggle to meet quota would have the same problem as well. The big would get bigger and the small might get smaller. Not a win for anyone.
