I would definitely encourage her to rush AND she needs to know that her options will be limited. It's hard enough to get a bid as a sophomore - houses want members for all four years - so getting one as a junior will be even harder. But that doesn't mean it's impossible. Key things to know: 1) Getting cut is not personal as another poster said. It will be because she's an upperclassman. 2) If girls without connections to members of top tier houses get cut after first round due to no connections, she will get cut immediately too (unless she has some serious connections in those houses who will pull for her). That's fine, plenty of great girls in all the other houses. 3) She will likely face cuts at some point from mid-tier houses as well - but again if she has tight connections to girls in those houses she might have a shot. 4) Her best chances are with lower houses since they are based less on connections - and she should not think that means it would be easy to get a bid there. Some people erroneously think lower tier houses "take anyone" - not true! They are selective as well, even if they don't cut as much in early rounds and due to variable quota, they can be more selective too. 5) As an upperclassman she needs to be on her best game - get to know actives once she gets to school, have her grades/activities/etc. in top form because grades are another way that houses cut quickly. 6) And there likely are a few houses that could be interested in her, but she needs to maximize every option she has, meaning take every invitation she gets, look to genuinely connect with members and try to avoid any sense of desperation which can set in when the odds aren't as good. I wish her luck.
