No, VQ is not about retention rate. VQ is based on return rates, new member class sizes, and total chapter sizes. VQ exists to bring equity to chapter sizes and attempt to place as many PNM's as possible. The houses with large legacy numbers and connections have had higher return rates for years, and newer chapters without the strong alumnae chapter base have not been able to catch up. RFM was not enough to even out the gap, so VQ was needed. When all houses are on par with membership size and are recruiting well, the retention part of not wanting to be in a house simply because of its letters will handle itself.
