Variable Quota HAS NOTHING TO DO WITH TIERS or diversity! It has everything to do with evening out chapter size so ALL chapters are close to equal in size. Yes, some chapters with higher return rates will cut more and chapters with low rates will cut less, but it has nothing to do with hometowns, high schools or legacies. Please educate yourself on NPC policies and regulations.
