This is not true at all. Panhellenic' RFM advisor sets the quotas for each group/ tier on a variable quota campus using a target chapter total they are trying to get all chapters to hit. On a regular quota situation, the RFM advisor sets the quota for the campus based on the number of pnms attending Pref. In neither situation are the individual national offices of each chapter involved in setting quota by campus.
