(1) top 3 doesn't run the jackson/memphis area. they run legacies. (2) just like it's dumb for the top 3 to usually look away from far OOS, it is just as dumb as the bottom tiers (mostly aphi) to look away from instate. with variable quota, a lot of top tier girls were out of top tier houses and a few preferred aphi over the middle tiers, it was a great chance for aphi to get some top tier level girls and plant their foot in the jackson/memphis area, but they overlooked those girls and stuck to their usually far oos/based on looks.
