Where you are on the rank list determines your bid - if your rank is lower than the quota cut-off of your #1 choice, you get your #2. If #2 also had you ranked low, you will be a quota addition to one or the other as long as you have maximized your options throughout rush. PNMs Please ignore the OP's error. All of the procedures for Recruitment are outlined in the NPC Manual of Information, which states quite clearly on page 122 that each chapter must be willing to accept as a member any woman who has been invited to their Pref. Google it if you wish. There is no cutting after Pref.
