Short answer is no. Legacies, even OM legacies, don't mean what they used to. Variable quota means even OM legacies to top tier houses are being cut. What's more important are connections. Everything the poster wrote above about the top tier houses is how it works. If you have tight in-house connections, you might have a chance but even that's not a sure thing.
