I agree but Pi Phi has historically been a lower tier house while the others have always been mid-tier so it's harder to move up even if you have great gals, etc. It works the opposite way too - a house can be top tier (and has been 'forever') but even with slipping PC's they still stay top tier...at least for quite a while. it takes a lot for a house to move up or down into another tier. And it usually takes years to really break into another tier (moving up).
