Any spots there could be in houses has nothing to do with pnm's dropping out of rush. Pnm's drop from rush every year, that's not why we COB. No chapter will know if they have open spots until after rush when panhellenic sets the new Chapter Total number, which is solely based on how many actives + new members there are after bid day. Any house below that number can COB to get up to Chapter Total and also can any house that did not get to Quota on bid day. The more pnm's that drop out of rush, the smaller the new member classes are, and that just brings the Chapter Total reset down to a lower number. Chapter Total is the max number of members per chapter. Sorry, but COB doesn't exist to give you a second rush and whatever the number of pnm's dropped out is not a consideration. The only reason for COB is to benefit the sororities to balance out the memberships and try to maintain equity among the chapters. Girls always drop out hoping for a 'better' house and they find out it really doesn't work out for most. You have to be known by a bunch of actives to get a COB so if you didn't go through rush and meet them or otherwise don't know actives you aren't getting a COB, chapters already know pretty much who they have in mind And your friends in the new mc's have ZERO voting power and influence in their new chapters. Smaller houses will COB, larger ones will not, and a house that dropped you early is not going to turn around and give you a COB. If you really want to try for a COB then get to know members this semester and try for one in the fall. Sorry but those are the real facts.
