There aren't glitches in the computer system. If you were told that it's not really true. Any glitch would cause total havoc within the entire process and not effect a singular pnm. A "glitch in the system" is something that is said to avoid confrontation about a released pnm. Either the recruitment team had to make an executive decision on releasing some pnm's to get down to the RFM requirement, or someone doesn't actually understand the process so they just say 'glitch', or once in a while someone has made a human error. In any case, there's nothing to be done about it and sometimes it's just easier for all concerned to make that excuse instead feeding an argument and stoking emotions that are already raw.
