And to add, they haven't always been so low in tiers. However, then a membership review happens and they get dragged down and had to start over again. In the not so distant past (before houses would constantly be put on probo and suspended), houses would drop dramatically if you were put on probation. Since it is so normal now, it doesn't affect anything as much.
