the only way to kill the tier system is by making everyone pair with every other chapter at least once a year. then top tiers would have nothing to hold over the tiers below them and bottom tiers would have nothing to complain about. after a couple years of this everything would slowly change. Don’t even tell me that panhel/IFC couldn’t do that because they can require you to do anything they want if you want to keep your charter
