Quick check of recruitment stats for the past couple of years: SK has made quota every year it has participated formal recruitment. ASA and TPA have not made quota since SK came to campus. DphiE has never made quota during formal recruitment. ASA doesn't have to do informal because they don't have a house to pay for. Every other chapter does. It's better to pay for your house and do informal than have your house bill go up. No chapter except DphiE has done informal fall and spring for the past three years.
