APhi purposely misses quota so they can offer bids to girls they like whose GPAs are too low to go through formal recruitment. They have done it every year for the last three or four years. It's one of their dubious recruitment strategies. How do you purposely miss quota? Under invite for pref and be rude to girls at pref who you want to rank you second or single preference.
