Nationals not allowing their chapter to take a new member class is super rare. The only times I’ve ever seen it happen are when the chapter did something so bad that their nationals doesn’t trust them not to cause serious injury to/kill their new members. Otherwise you at least let them finish recruitment and just put them on social probation. I have no idea what Chi O did but it must’ve been BAD to have nationals pull them from recruitment entirely.
