You can't compare them to upper middle tiers based on numbers. The upper tiers are selective and do not take just anyone. DphiE will take just about anyone who wants to join. Women also joined because they could still be in a sorority, but at a much lower cost. Without a house, they do not have the same expenses and its very inexpensive compared to a housed sorority. They may have signed a lease for a couple of years for Tri Delt, but it's not their house. Being a renter is not going to improve their status unfortunately.
