Yeah, I hope it can help someone. I hate to see chapters kicked off because most of the time, even the worst of chapters probably only has 5% problem members. It really is about how to develop a culture that works. I tried to provide research and backup for all my suggestions. Honestly, a lot of it was just from experience and careful observation. Going after the kegs was a huge mistake, though in most states kegs are not any cheeper than cans any more. Given that Indiana has a keg registry law now, I doubt it would have made much of a difference in the long run as fraternities wouldn't be buying them because of that. That being said, I feel like the university doesn't actually consult with anyone who has actually lived in a fraternity house when they come up with their rules. The problem with academics is that they tend to work untethered to reality. I would credit the university's crackdown on alcohol with two deaths. The first was Joseph Bisaniz, a member of Pi Kappa Alpha in 1998 I think. He got hammered on Everclear punch and died in his sleep from alcohol poisoning. After that, the university decided to crack down harder which resulted in more fraternities switching to serving ever clear punch. One the fraternities that didn't switch was Theta Chi. They had a rushed in 2001 that decided to show off during spring rush and do a keg stand. The kid fell and cracked his skull but no one knew it. They had just thought he had drank too much. They didn't take him to the hospital because they were already on disciplinary probation. Instead, they sent him back to his dorm and told his roommate to keep an eye on him. They next day the kid was unconscious and was taken to Bloomington hospital. They treated him for alcohol not realizing his brain was swelling...perhaps if he had been transported to hospital the previous night and the ER would have been informed that he had fallen on his head, his life could have been saved. It was actually this event that started the push for the states medical amnesty law and the Hoosier P.A.C.T. reform....it took about a decade of different IFC and IUSA boards working on it to get it done. Unfortunately, the university has seen fit to cap the number of time chapters can claim a Hoosier P.A.C.T. exemption, undermining the intent of the law, to encourage an over abundance of caution when dealing with potential alcohol poising cases.
