cob eligibility is based on chapter total. a chapter can be under quota for their new pc but still be at chapter total if they were able to keep most of their actives. a chapter can also hit or go over quota and still have to cob if too many actives dropped. sometimes a chapter can be eligible but still won't cob, they just take the L for that year for having a lower chapter total.
