My current theory is that Pan did a bad job of: 1. getting enough PNMs to go through recruitment 2. preventing PNMs from dropping when it wasn't like Bama Rush Tok. I think Pan is trying to get Gamma Phi kicked off campus so they only have to split 500 girls among 10 or 11 chapters instead of 12. Instead of getting more girls to go through recruitment, it's easier for them to force a chapter off campus that's significantly newer, that doesn't have a house, and has been struggling for a few years.
