All the chapters have pretty girls in them. Tiers are not just about looks. Some of the chapters are more popular and have better relations than others. The top mids don’t have to be beauty queens. The top tier girls are all beautiful, the mid tiers girls are all pretty and the bottom are mostly average/not as attractive.
