Based on overall improvement of the quality of girls recruited over the last couple years, I would say ADPi and AEPhi. I am not saying that they are jumping up in the rankings yet, because most of the houses above them have consistently recruited great girls. But I do think they are recruiting as well as Theta and better than Chi O.
