right but the top tier houses only give bids to girls they already know and are best friends with someone in the house. they don't really hold rush events. the lower tier houses will actually let you rush them. the original question was about rush not who gives out bids. alpha phi may have given out a bid or 2, but they didn't let anyone "rush" them. Basically you have to be invited to rush. Whereas some houses have open invite events where you can just show up.
