Even if more sororities opened without housing it still wouldn't decrease the pledge class sizes because girls who specifically WOULD like to be in a sorority without living in a house (because of money, extracurricular responsibilities, what have you) will only look at those chapters. The pool of "traditional" rushees will not decrease. It's a frustrating situation all around.
