Not sure about Gamma Phi, but some sororities require a vote by chapter members to accept transfer students. As for pledge classes being cliquey, it's always going to be harder for a transfer student to find their "group" in a house since they're joining a group where everyone has been together since pledging, etc. It will take time and a lot more effort by the transfer student.
