Yes, that's generally what happens. The sororities can't get to know everyone. So it's easier to make cuts based on grades, and then get to know the girls that are left. However, it's not unheard of for them to make exceptions if they really like a girl. But you shouldn't bank on that happening. Expect the worst, hope for the best.
