It depends. Rec letters can help if you have a legitimate reason for your low GPA. Because it can be explained in the rec. With a 2.9, you need to get the idea of "decent sororities" out of your head. You need to accept that you will have to take what you can get if you really want to be in a house. Plus, literally every single house is decent. Better than decent even.
