Of course you can rush as a transfer junior, assuming that you weren't initiated into a house at your previous school. One thing to think about, your pc will be mostly 18-19 year olds right out of hs and some sophomores. You will be able to go out to bars and will be taking upper level classes and looking for an internship, but will be tethered down by a group of first year kids. Is that how you want to spend your junior year of college? That's up for you to decide, but be aware that freshmen and juniors usually live in two different worlds.
