For clarification sake: Quota is determined, after pref parties, to place the absolute largest number of women possible during one formal recruitment period. No one who goes thru the pref parties and then decides not to sign her bid card is taking a bid away from any other qualified woman. If you attend a pref party, you count toward quota whether or not you sign your MRABA card. Therefore if you decide not to sign the MRABA after pref parties, your number is already managed into quota and no one else is affected by your decision not to sign. The woman who accepts her bid on bid day then drops out is also not "taking away a bid" from any other woman. Quota is mainly determined by the number of women who attend pref. No qualified young woman who maximizes her options and signs her MRABA during recruitment will be negatively affected by another woman who attends pref then does not sign a MRABA. The system works to place the maximum number of pref attendees into their homes.
