1) uf you don't list all the houses you went to pref parties at you are ineligible for quota additions. So yes you can be "stuck. " 2) I think what the poster meant who said about quota being artificially reduced is that even if a chapter fills quota on bid day, if a large number of those women drop out before initiating, that's a pledge class full of women who will not be Greek, whereas if the sorority they all dropped hadn't existed, they would have been distributed amongst the other sororities. (Holy run on sentence)
