My fraternity typically only bids 18-19 year olds, but we have bid as old as 23-24. I would say no more than one per year though. These guys usually have a good story as to why they're rushing so late. The typical answers are, studying/ working abroad for a couple years before coming back to the US, military service, sports or some other life event that caused them to delay school. Guys we do not bid, someone who has been at a state school for 5 years and just now wants to join a fraternity, anyone over the age of 20 that has less than like a 3.5 college GPA, anyone at that age who lists partying and meeting girls as one of their main reasons for wanting to join a fraternity. At 23 you should be a lot more mature than an 18 year old, and we would typically expect this guy to be a leader for his pledge class, and most likely would expect someone in his position to serve on exec or something of the likes. Basically, if you're rushing at any age of about 20 or over, you better be bringing a lot to the table because we probably won't have you for more than 2 years.
