This is incorrect. If a PNM suicides, but does NOT get a bid, she can COB. The MRABA is only binding for one year if the PNM is matched to a sorority. If she is not matched and goes bidless -- even if she single intentional preferences one group (suicides) -- then she is eligible for COB. The only thing she is NOT eligible for is to be a quota addition.
