Correct. The houses that will have COB’s/ snap bids to offer may well already be the chapters on your schedule. These open spots come when chapters have not filled quota (typically not an issue for the more competitive houses) or have had trouble with retention and have open slots overall. Those same houses are the houses that continue to invite PNMs back that have ranked them in their bottom grouping.
