the problem is that frats' insurance policies do not cover open parties that generally violate risk management policies, so both the individual members of the frats, and possibly even u of m administrators, have financial liability for non-frat guests if something goes wrong. the only thing that is surprising about a new policy to eliminate open parties is that it has taken this long to happen.
