idk about legacies for sororitys but for frats what it basically comes down to is how direct is your legacy (brother, dad, grandpa, uncle, third cousin twice removed) and how much money they give to nationals. it sounds slimy but its the sad truth and thats really what national orgs care about. if it's your older brother at the same school then they might still have some friends in the chapter and can pull strings for you but probably can't get you a bid unless they're currently in the chapter and have a lot of pull in rush. if it's your dad/grandpa and he gave a lot of money, then nationals might step in and say something to the president or recruitment director and ask or tell them to give you a bid. otherwise the only impact it'll have is that (if legacy is considered at all, which varies by frat) your name will be on a list of legacies that the president/recruitment director gets, which can help because it's just one more time they'll see your name, but in the end it'll just come down to whether they like you or not. it's never a sure thing.
