Strictly dues speaking, my house was definitely not 3500 for the first year. It's a matter of how many extra fees you want to pay for certain shirts or events, or even just going out with your sisters. I'm not sure about other houses, but my house has payment plan available if you can't pay for it all up front. Be sure to ask about it during rush! That being said, I don't know a ton of girls who work to pay for their sorority. During rush, all the houses said lots of girls do it, but I think that's just a bit of a white lie told during recruitment to get you to go Greek. It's possible, but it's a lot of work. Remember that being in a sorority will take up a lot of your time to begin with, so adding a job on top of that, especially if you're working a lot, won't give you much time for anything else. It's possible, but I think there are better ways to spend your college years than stressed out working all the time trying to make dues. And to answer your last question, dues go to the upkeep of the house, food, the cooking staff's salary, your house mom's salary, and allowances to your social, philanthropy, sisterhood, academic, recruitment, etc chairs so they can put on events for you. There is also a smaller fee that goes to your sorority's national headquarters. During your first quarter, you will have some additional charges for things like your pin (mine was around $250). Picking up a little in the future will also cost extra.
