you're right to think about scheming but it's not that messed up. 18 threw down with skull, dphi delt, and sig chi. That's giving each fraternity 50-100 spots to 18, in addition to inviting some of the brothers back. They're just trying to network and establish good relations with the community since zeta isn't even a thing and there's room to collab. It also helps bring together the dead greek life that's getting booted left and right. plus, with 0 bros they only use up like 3-4 spots if needed
