1.) They will only look at your WSU GPA, as that is the only thing they will have access to. 2.) Not all houses participate in spring rush, and there is no formal structured rush schedule 3.) It will help improve your chances. Also, if you do decide to rush in the fall, don't say that you "plan to have above a 3.0 in college." If you were not able to do so in high school, it is unlikely that any house will take that statement seriously. I strongly encourage you to wait until the spring, to make sure that you have a handle on the academic side of college before adding the responsibilities of Greek life.
