The bid matching process takes the pnm's ranks into account much more than in other rounds. Bid matching starts at the top of a chapter's ranked bid list with the algorithm going down and matching with the pnm's who put that house down as #1. If you are high enough on your #1's ranked list to match with them before they reach quota then you will get that bid. If they reach quota before you match with them, the algorithm will then try to match you to your #2 house in the same way. If you are high enough on their list to match with them before they reach quota, you will get their bid. If you are not high enough to match with them either, the algorithm will place you with either as a quota addition. The algorithm will try to give you to your #1. But if you have two pref houses and only rank one, and you are not high enough to match with them before they reach quota, you are then out of the process and will not receive a bid. So you can see that the chapters don't automatically get everyone they want from their list, the pnm's choices actually carry some weight at this point. Statistically, 85% of pnm's get their first choice, and sometimes this stat is as high as 95%.
