It depends… If you really would rather be in NO house than your second house, it may be best to suicide bid. If you put both names down, get the second house and reject them, then you aren’t eligible for any COBs and have to wait until next year to rush again. If the house you want is popular, COBs are going to be unlikely so this isn’t a great bet. Of course there’s also the possibility that a more “middle” house would do COBs that you would prefer over your second choice. (I hate calling it middle, but you get what I mean). Your best chance at a COB would be if you have friends join or who are already in that house. Even then, it’s a risk your taking and it’s up to each individual
