to @Huh, you misunderstand; the scenarios are not for bid matching after prefs, but for the two houses where the PNM wants to attend pref. Just like every other round, a PNM ranks her houses for attending pref, and if one of her two top houses drops her then the algorithm searches for her next highest ranked house, where she is invited back, to move up onto her schedule. But what is described here is not a ranking so much as a two-and-two choice, like "pick your top two pref houses and then pick two others in case you don't get one of your tops, and the algorithm will pick one of those alternates for you." That's a bit uncommon to not be able to rank those alternate choices 1 & 2. Sometimes a PNM is dropped from all houses before pref, but there are no cuts after pref. Wherever a PNM is invited to pref, she is on the bid list somewhere. Does that help?
