Y'all, COB is not a mini-rush-second-chance-go-round for a bid. It is not an organized thing and not up to ISC. Continuous Open Bidding simply means that a sorority that is below House Total or who did not take Quota may, or may not, offer some bids to get them up to that number. It is completely at the discretion of the chapters to offer bids, as well as how and when they do it. ISC would only make known chapters offering bids as a courtesy if the chapters let them know. No sorority has to announce that they are filling spots, nor do they have to hold events like an 'informal' rush. Some chapters will simply privately ask some girls to join, especially if they only have a very few spots. Knowing members and letting them know you are interested are the only ways to get one of these bids.
