@ Clock - To receive a bid a pnm must sign the MRABA card after pref, which states that she will accept the bid she is offered. This is a binding agreement and is in effect for one year. If she does not accept this bid then she is ineligible for another bid until the next formal recruitment in a year. That means no COB for her. A pnm is free to drop out after pref without signing (very poor form; drop out before pref if you don't like your pref options) or to only put one house down if that's the only bid she would accept (called 'suiciding'). There are repercussions to this strategy and it usually doesn't work in the pnm's favor.
