Snaps are not at all like COB. Snaps are between pref night and bid day only, and are to help get a chapter up to quota if that didn't happen during bid matching. There are no snaps after bids are opened. Only pnms' who attended at least one round of formal rush may be snapped. Every other bid is from Continuous Open Bidding (COB) and can go to anyone, whether they went through formal or not. Chapters may COB if they did not make quota by bid day or if they are under the determined House Total membership.
