"Why wouldn't they be first to receive a snap bid from their first choice?" Because that wouldn't be a snap bid, it would just be a bid because that pnm would match with that house's bid list, either as part of quota or as a quota addition. Everyone who attends a house's pref is on their bid list somewhere. Snaps go to pnm's who didn't attend that house's pref because that house exhausts their bid list without fill ing quota. You can argue about frats vs sororitys membership selection all day long, but ALL campuses do it this very same way as part of NPC recruitment. UVA recruitment is no different from how every school does it.
