Yes, but it is extremely difficult without connections. Most of them select their pledge classes in advance through dirty rushing. To some degree, most sororities do this, but for the top tiers(esp kappa/theta) no contacts make it especially difficult. It is possible for tridelt and even more so for pi phi because I know girls in both who had 0 contacts going in and it worked out fine. Just hard to do.
