Sorry, Pi Phi, that's impossible. Since you don't know I'll explain how it works. Pi Phi submits a ranked list of all the girls that attended pref there. If Pi Phi fills their class with girls higher on the list than the suicides, they don't get a bid at all. For Pi Phi to "be a few girls short," that means they didn't fill their class after going through ALL THE GIRLS THAT WERE THERE FOR PREF. If the suicides actually had suicided Pi Phi, they would have been placed in Pi Phi's class. Obviously they eliminated Pi Phi earlier, suicided some other house and ended up (regrettably) in Pi Phi. That's how it works.
