Most chapters don’t know if they will be rushing in spring or not yet. First they have to see how many new members they getin Fall formal recruitment. Then Panhellenic has to calculate the average chapter size after fall formal recruitment. The average size of the chapter post fall formal recruitment is called a chapter ceiling. If a chapter is at or over the chapter ceiling number, they cannot recruit again until they fall below that number due to graduations or other member attribution...members quitting or going overseas for a year.
