I read her post to mean "too few spots and too many people" as saying Kappa/DG/PiPhi/APhi can only take so many girls, which seems to be the problem. You want Gamma Phi (...and then Theta, then AXO, then DDD, as each takes on "bottom house" status?) to close? First you will have huge pledge classes, or you will have even less girls joining sororities, ultimately. My understanding of RMF is the number of girls attending the final pref round sets quota. The less houses there are, the smaller the number of the denominator in the equation. Figure it out.
